Calgary police struggled with ‘unprecedented’ volume of information during search for Parker Wells: review

A review of the Calgary Police Service’s response to the high-profile disappearance and search for an 11-year-old boy this summer found existing systems were not designed to manage the “unprecedented” volume of information throughout the investigation.

The internal review of the agency’s “largest missing-person response” examined the successes and difficulties of the police investigation and found that, although public information efforts and interagency collaboration were strong, managing the scale of the investigation proved challenging.

One of the “greatest” challenges, the review found, was sorting through the approximately 1,000 formal tips and more than 90,000 social media messages received over the course of the investigation, in addition to thousands of emails and 10 terabytes of CCTV footage.

“The review found that while this information provided significant investigative value, existing systems were not designed to easily manage information at that scale during a prolonged critical incident,” the review said.

Parker Wells disappeared from a specialized day facility on July 16, triggering an exhaustive search involving hundreds of police officers, alongside hundreds of trained searchers and volunteers. His body was found two weeks later in a system of underground pipes.

Last month, a review of City of Calgary 911 procedures found the police dispatch was delayed by roughly one hour due to a lapse in adherence to procedure.

A review of the province’s emergency alert system is currently underway.

The internal review noted it did not re-investigate the circumstances of Parker’s disappearance, nor was it focused on assessing the performance of individual employees or partners.

“Like so many Calgarians, our members were deeply affected by Parker’s disappearance and remained committed to finding him and supporting his family,” Chief Katie McLellan said.

“The review recognizes the efforts of our members, partners and the community throughout this response. It also challenges us to learn from the experience and identify ways we can strengthen future responses to major missing-person investigations and other prolonged critical incidents.”

One of the investigation’s successes, the review noted, was the widespread response of police and partner agencies in locating Parker.

It found more than 800 searcher deployments were contributed across CPS and its partners, commending the “commitment and adaptability” of the organization.

As the investigation grew more complex, however, the review found that “key personnel developed extensive knowledge that was difficult to transfer between shifts or personnel rotations and that many support functions were scaled up through individual initiative rather than formal surge plans.”

“The review found that additional capacity and stronger organizational systems would have helped the CPS receive, assess, assign and track the extraordinary volume of information more efficiently,” but that different resources or systems would not have changed the outcome.

As additional planning, logistics and resource co-ordination were added, roles and responsibilities were not always clearly understood, according to the review.

The emotional fallout for many Calgarians after search for Parker ends in tragedy

When it came to the volume of tips, the review found investigators often had to sort through duplicate information, while also verifying ownership and follow-up across separate systems.

Other findings looked at how, despite the crucial role technology played in the search, infrastructure and server capacity were also strained.

The review also made several recommendations for future missing persons cases, including establishing stronger clarity around staffing roles, developing a clearer alerting framework — especially for vulnerable missing persons — and creating a centralized tip-line to manage information volume.

In a statement included in the review, Parker’s family said they appreciated the “thoroughness” of the review and “the commitment to learning from this tragedy.”

“In a time of unimaginable fear and uncertainty, the response from everyone involved truly reflected the very best in people. We take great comfort in knowing that Parker’s life touched so many, and that his memory is helping shape meaningful changes,” the family said.

Police are expected to speak about the investigation on Tuesday at 9:30 a.m. MT.
